Korea has plenty of foreigner-only and deals that anyone can use, from tourist passes to free palace/museum days. Which ones are best depend on whether you're a visitor or a resident.
Tourist passes (Discover Seoul Pass, etc.) need a passport and are time-limited. Good for short visits, but rarely worth it once you live here.
As a resident, use the culture perks that are always there: free palaces on Culture Day (last Wed monthly), free national museums, and tax-free (VAT refund) shopping with your passport.
For transit, resident cards like the Climate Card / K-Pass beat tourist passes for daily use.

"Foreigner discounts" in Korea come in two kinds: short-term tourist deals (passport required, time-limited) and resident-friendly perks you can use for years. Here's how to save.

Tourist passes (short visits)

If you're here briefly, or have visitors, these bundle attractions and transit. They're for international visitors only (passport ID required) and usually run on a countdown timer once activated.

Discover Seoul Pass: free entry to 50+ attractions (palaces, museums, towers, theme parks) within 24/48/72 hours, plus 10–50% off 100+ sites, and an optional T-money transit function. Worth it only if you'll pack in several paid attractions per day.
Trip.PASS / WOWPASS / Korea Tour Card: prepaid cards that combine transit + payments and top up with foreign cards. That's handy since regular T-money can't be reloaded with an overseas card. Some add attraction discounts and mobile tax refunds.
Before you buy: read reviews. Passes only pay off with a packed sightseeing schedule, and popular attractions can have long queues regardless.

Resident tip: once you have your ARC, most tourist passes stop making sense. Your savings come from free-admission days, resident transit cards, and membership/loyalty programs instead (see below).

Free & cheap culture (residents & visitors)

Culture Day (문화가 있는 날): the last Wednesday of each month, with free or discounted entry to palaces, museums, and cinemas nationwide.
Royal palaces: Gyeongbokgung and others are already cheap (~₩3,000), and free if you wear hanbok, which is a fun way to save.
National & many public museums (National Museum of Korea, MMCA on certain days) are free.
Libraries, some galleries, and city-run programs are free or heavily subsidized. Check your district (구청/문화센터).

Tax-free shopping (VAT refund)

Foreign passport holders can reclaim VAT (~10%) on eligible purchases:

Immediate tax refund at the till for smaller purchases at participating stores (look for "Tax Free" signage). You pay the reduced price on the spot.
Airport refund for larger totals. Keep receipts and claim at the kiosk before departure.
Some foreigner cards (Trip.PASS, WOWPASS) streamline mobile tax refunds.
Note for residents: VAT refund is generally aimed at visitors/short-term stays. Eligibility can depend on your status and length of stay, so check the rules.

Transit & everyday

Residents: the Climate Card (₩65,000/month unlimited Seoul) or K-Pass (20–53% rebate) save far more than any tourist pass for daily commuting.
Under-34s get the biggest K-Pass rebate (~30%).
Student & youth discounts apply widely (cinemas, attractions, some transit), so carry ID.
Membership points: Naver Pay, Kakao, cafe/convenience-store apps, and telecom memberships (통신사 멤버십) add up to real discounts on everyday spending.
